Martin Lukas has been working as Director for Trade Defence in DG TRADE, European Commission since January 2022. He oversees the work of 5 Units with 140 staff managing antidumping, antisubsidy and safeguard cases, and protecting EU interests in trade defence cases by third countries. Before starting in this position, he was Head of the Unit “Dispute Settlement and Legal Aspects of Trade Policy” in DG TRADE since 2013 and was Deputy Head of this unit since 2005.
Before holding these positions in the legal unit of DG TRADE, he worked in the Trade Defence Directorate of DG TRADE, starting in 1996 as a case handler for anti-subsidy investigations and WTO dispute settlement, where he dealt with the first WTO cases in the area of trade defence. As of 2000, he represented the European Commission at the meetings of the WTO Subsidies and Safeguards Committees and was a member of the EC Delegation at the Doha WTO Ministerial Conference (2001). In 2002 he became Head of the Policy Section of the Trade Defence Directorate and Deputy Negotiator for the DDA negotiations on the WTO Subsidies Agreement.
He received his basic and Doctorate law degrees from the University of Vienna (1993 and 1996) and a Masters Degree in Common Law Studies from Georgetown University Law Center (1995). He is a member of the New York bar.
He was born and raised in Vienna, Austria and is an Austrian citizen.
